House GOP: Health Care will destroy Small Business - Costing Millions of Jobs

Before I was elected to Congress, I ran a small plastics packaging business in Cincinnati, Ohio, providing products and services, creating jobs and meeting payroll.
Thanks to the 1974 Employee Retirement Income Security Act (ERISA), which shields employers who offer benefits to their employees from being pummeled by laws that vary from state to state, I was also able to offer health care and pension benefits to my employees.
As every small-business owner knows, this can be quite a balancing act, but I count it as one of the most rewarding times of my life -- a time that led to my service in Congress.
Whenever I cast a major vote in the House, I find myself thinking back to those days and how the policies we are debating will affect small businesses like mine. After all, I first decided to run for elective office because government -- at all levels -- was too often an impediment to my firm's success.
With Blue Dog Democrats having announced a "deal" with congressional Democratic leaders to move forward on health care legislation after the August legislative break, I've again put myself back into the shoes of a small-business man.
Unfortunately, the Democratic chairmen of the three House committees that crafted the legislation don't have that same type of real-world experience. None of them have run a business before -- and looking at this legislation, it shows.
Rather than helping small businesses with common-sense solutions to make health care more affordable, the Democrats' bill actually creates a climate that destroys jobs and does nothing to slow the cost-shifting to businesses and employees that is one of the fundamental problems with health care in our country today.
At the heart of the Democrats' plan are an income tax surcharge that will fall heavily on entrepreneurs who run small businesses and a harsh mandate that requires employers to provide health care or face a penalty -- a mandate that could eviscerate ERISA by persuading employers to stop offering health care benefits to their employees.
After five years, the Democrats' legislation requires all employer-provided health care plans to be approved by the Department of Labor and a new health choices commissioner. Employers that do not provide a plan would be forced to pay an 8 percent payroll tax. Incredibly, employers could be slapped with this penalty even if an employee is offered quality health coverage and refuses it.
Because this tax is -- in most instances -- less costly than providing a health care plan, many employers will simply forgo employee health benefits. That's why a June 15, 2009, study by the Congressional Budget Office warns that Democratic legislation could force 15 million Americans who currently receive their health coverage through their employers -- not to mention 8 million Americans who receive health care from other sources -- onto the government rolls.
Republicans believe we can achieve real health care reform without destroying jobs and undermining ERISA. In the House, we've outlined a plan to strengthen the employer-provided health care system. Our proposal establishes small-business health plans, which allow smaller firms to band together through associations and purchase quality health care -- even across state lines -- at a more affordable cost.
It provides small businesses tax credits to defray the administrative costs of providing health coverage for their employees. It gives states incentives to reform their insurance markets so insurance companies are able to compete and increase employers' and employees' purchasing power. And it reins in junk lawsuits that lead to defensive medicine and higher premiums.
To expand access to quality care, our proposal includes tax credits so those who are uninsured can purchase plans that work for them. It promotes health savings accounts that give employees more control over their own health care decisions. And it ends the bias many insurance companies have shown against those with pre-existing conditions, while focusing on innovative preventive care and wellness programs.
The plan supported by Speaker Nancy Pelosi and other Democratic leaders rejects virtually all of these reforms and places blind faith in a massive new government bureaucracy that the Congressional Budget Office warns will drive health care costs -- not to mention the federal debt we'll pass along to future generations -- higher than ever. And it begins with the tax-and-mandate scheme that undermines the employer-provided health care system that has made it possible for small businesses like the one I used to run to provide health benefits for millions of our employees.
House Republicans have laid out common-sense solutions to confront the heart of our health care crisis: soaring costs being shifted onto businesses and employees at an unmanageable pace. On behalf of our nation's small businesses and the millions to whom they provide jobs and benefits, I hope the speaker reconsiders her "go-it-alone" approach.
When Congress returns to work in September, we need to build on what works in health care, rather than replacing it with a one-size-fits-all government-run system that will destroy jobs by squeezing payrolls and force millions of employers to stop offering health care benefits.

Democrat's Starting to Mark Up Health Care Today - Get to your Representative in the House Now! Call or Fax, Just Do It
WASHINGTON, DC - House Republican Leader John Boehner (R-OH) issued the following statement today after news outlets reported that President Obama will be using a new, eight-point argument in favor of Democrats’ government takeover of health care at events in North Carolina and Virginia. The new argument specifically omits some of the President’s previous talking points, and fails to address the real and serious concerns the American people have about the Democrats’ legislation:
“This new sales pitch is more notable for what it doesn’t say than what it does. They are doing whatever they can to pass health care at all costs. That alone should tell you something is wrong. Obama's Health Care: "Advance Care Planning Consultation" for seniors, Its in There - How to End Life 101
On page 16, it plainly states that unless you have private health care insurance in place by the time this bill is signed into law, "individual health insurance issuer" meaning insurance companies, will not be permitted to enroll new people into any insurance plans. This means two things. First, private insurance companies will go out of business as they can not add new customers. Second and more importantly, Obama is lying through his teeth. He is playing on words telling people "they can keep what they have". This is false, insurance companies won't exist in a few years and if you change jobs or want different coverage, private insurance companies will be prohibited by law from selling it to you.
On page's 424 through 426 have something much darker. It plainly and openly states that seniors will need to go to "Advance Care Planning Consultation". Every 5 years, until they die, they will be mandated to go to these sessions, or if they have a life threatening illness or decease and survive, they will also be forced to attend. Medical coverage will be withheld until such time as they do. These sessions will give them information on "end of life issues", choices other than medical remedies and so on. This will apply to all people who receive Medicare. You will be prohibited from purchasing your own coverage as this will develop into an unfair system.
Most of the savings claimed by this plan is in Medicare, hundreds of billions of dollars are being cut from the plan. The simple fact is that 5% of the people use 50% of the health care in the country, seniors. I don't care what side of the political isle you come down on, what the Democrats are proposing is a giant "HMO", with limits. Limits on coverage, limits on care, limits on your ability to make decisions about your loved ones, and worst of all, limits on life. This plan is an abomination. If you voted for Obama, is this your change? If it is, you need to get out of my country. Because this is not America, this is something from a cheap sci fi movie gone bad. Colt AR-15's - A few questions Answered - It's still on Top
I'm only going to cover the Colt Law Enforcement and Government sales weapons, not the sporters. The main difference is the bayonet lug and a couple "L-E" only versions. Lets look at the numbers everybody calls them. If you walk up to a gun dealer and tell him you want a 6520, he should know exactly what you want, the question is do you? A quick tour goes like this, a 6520 is an "A-2" version, meaning fixed carry handle with the A-2 sights, with a 16" light weight barrel with an A-2 flash hider. It has a collapsible stock and is the carbine of the Pennsylvania State Police. Now follow along, when you see a rifle or carbine with a "67" prefix, in Colt that means "flattop" or a detachable carry handle. The rifles were originally 6700 & 6701, the carbines are 6721 & 6731, all come with heavy weight barrels and a more than accurate enough to produce a greater counter sniper rifle if needed. Many times you will hear this version referred to as an "A-3". Now this is the one that everybody sees and wants, it's the "M-4" version, its the 6920. Understand that the military M-16 has a 14 1/2" barrel, the AR-15, 6920 is 16" as required by law. Other than that small change, this is the most popular version right now, by far.
If we focus on just one version, the 6520 it makes this a little simpler. Colt rifles are called "sporters" or "match target" if they are not L-E guns, the rifles are pretty much the same other than that except you can't get certain versions. Colts have changed very little in the last 20 or so years. The new guns are coming in almost black phosphate, the older guns were a lighter gray, also the AR's will have the lower receiver marked "Law Enforcement/Govt. Sales Only". Don't worry about this, this is a holdover from the Clinton assault weapon ban days. Some people actually pay more for these guns, don't. Understand that these weapons are 5.56mm, not 223. Yes they will fire 223, but always make sure your weapon is 5.56mm if you intend to shoot military or surplus ammo. The rifles have a twist rate of 1/7 except in the "A-3" H-bar versions which are 1/9.
Colt does not produce the rifle for the U.S. military right now, "FN" does. Its a contract that Colt had problems competing in because they had filed bankruptcy within a specified time period and were disqualified because of it. They do however make the rifle for the Canadian military and a few others as well. Also, lets be clear about something, the toy company Mattel never produced the weapon. Prices for Colts tend to run about $100 to $150 higher per rifle than say a Rock River, probably $200 more than for the same version by Bushmaster. Is the weapon worth the money? That depends what you want it for. You can get by with a Bushmaster just fine, they make great guns. Here is the difference, if you are only getting one, buy a Colt. It shoots great, it will perform with any of its competitors if not out perform them. It has one thing that makes it stand apart from the rest, it says "Colt" on the lower receiver and they were first.

Taxpayer-Funded Abortion Is Not Health Care Reform

When most Americans talk about the need for health-care reform, they’re usually talking about the need to address rising health-care costs; they aren’t talking about the need for taxpayers to subsidize abortion. In fact, a November 2008 Zogby poll revealed 71 percent of Americans oppose government-funded abortion.
It seems Democratic leaders on Capitol Hill don’t share this perspective, however. With the unequivocal support of President Obama, they’ve written a health-care bill that won’t lower health-care costs for American families, but will require them to subsidize abortion with their hard-earned tax dollars.
In his campaign for the presidency, President Obama said health-care legislation should include expanded access to abortion. He hasn't said much on the matter since taking office last January. But now, over the objections of some in his own party, President Obama is demanding that Congress pass health-care legislation before August, and the House is slated to vote next week on a bill that will fulfill the president’s vow if signed into law.
The Obama administration contends the urgent deadline is necessitated by the suffering of American families who have waited too long for Congress to act to address the high cost of health care. But according to the independent Congressional Budget Office (CBO), the bill the president supports won't lower health-care costs; it will increase them. And as the veteran political operatives in the Obama White House well know, the frantic timetable conveniently leaves precious little time for the American people to know what's actually in the bill.
The legislation's abortion-related language stands as Exhibit A. How many Americans currently realize the House bill contains provisions that will result in federally mandated coverage of abortion on demand in virtually all of America's health plans?
Fact: The bill as currently written will allow the federal government to classify abortion as an "essential benefit" — a health-care right that would be guaranteed to all Americans. This will make it illegal for health-care providers nationwide — even Catholic and religious-based hospitals with missions that reflect a fundamental moral objection to the killing of the unborn — to provide anything less than abortion on demand for anyone who seeks it. As a result, the bill will repeal laws in many states that currently require commonsense limitations on abortion-on-demand, such as mandatory parental notification and waiting periods.
Fact: The bill would also establish a taxpayer-funded "public" health-care plan to "compete" with private-sector plans. This public plan, like all plans, will be required to classify abortion as an "essential benefit," forcing American citizens to directly subsidize abortion-on-demand with their tax dollars. And in addition to the public plan, individuals with incomes of up to 400% of the poverty level will receive subsidies to buy insurance to pay for abortion-on-demand.
Reps. Eric Cantor (R. Va.), Sam Johnson (R., Texas), and Mark Souder (R., Ind.) offered amendments this month in three different House committees to strike the provisions from the Democratic bill that force American taxpayers to subsidize abortion. All three amendments, sadly, were defeated by the Democratic majority in committee. And it remains to be seen whether Speaker Nancy Pelosi (D., Calif.), who champions the House bill and its abortion-related provisions, will allow such an amendment to be considered and debated on the House floor.
Indeed, Congress may vote on this issue and send a bill to the president before most Americans even have a chance to weigh in on it. And once the bill reaches his desk, there's little doubt that the president will sign it.
Peter Orszag, President Obama’s budget director, was asked July 19 whether the president would pledge that "no taxpayer money will go to pay for abortions" under the health-care bill he signs.
“I am not prepared to say explicitly that right now," Mr. Orszag said. "It’s obviously a controversial issue, and it’s one of the questions that is playing out in this debate.”
Controversial, indeed. And given its controversial nature, it deserves a full and open public debate — the sort of debate that is impossible when major bills are rammed through Congress based on politically driven timetables.
If a health-care bill doesn't lower costs for middle-class families, but does require them to subsidize abortion-on-demand with their hard-earned tax dollars, one has to ask a fundamental question: For whom was this bill actually written? Was it written for the millions of Americans who were promised a health-care bill that lowers costs? Or is it really for the radical special-interest and lobbying groups that invested millions to elect a cooperative president and Congress?
Health care is too important to get wrong. Too much is at stake. For the sake of American families struggling with health-care costs — most of whom don’t want their hard-earned money being used by the federal government to subsidize abortion — President Obama should scrap the current health-care bill, and work in a bipartisan way for true reforms.

July 20, 2009 House Republican Leader John Boehner (R-OH) PermalinkComing off the Congressional Budget Office’s announcement that the Democrats’ government takeover of health care will drive up costs and add hundreds of billions to the deficit, President Obama and his allies are scrambling to try and build support for the expensive plan. In fact, Washington Democrats are so desperate to take attention off of a government takeover’s costs to consumers and all taxpayers, the President is planning a television blitz and nationwide barnstorming tour. But the problem is, the more the President stumps for his government takeover of health care, the more the American people oppose it. According to a Washington Post story titled “Poll Shows Obama Slipping on Key Issues; Approval Rating on Health Care Falls Below 50 Percent,” a new Washington Post/ABC poll shows that the Democrats’ health care proposal has lost significant support over the last few months. Specifically:
- For the first time, less than 50 percent approve of President Obama’s handling of health care (49-44). A third of respondents “strongly disapprove” while only a quarter “strongly approve.”
- There was a 15-point jump in disapproval since April when his approval on the issue was 57-29.
- Independents now disapprove by 44-49, down from 53-30 at the 100-day mark, according to the Post article.
A major hurdle for the White House is that some of those expressing the most concerns about the Democrats’ government takeover are men and women from within the President’s own Party: Democratic governors and Blue Dog Democrats in Congress. Following is just a sampling of what Democrats across the country have been saying in recent days about the President’s government-run health care proposal:
“Governor Phil Bredesen, a Tennessee Democrat, said he feared Congress was about to bestow ‘the mother of all unfunded mandates.’’’ (New York Times, July 20, 2009)
“‘As a governor, my concern is that if we try to cost-shift to the states, we’re not going to be in a position to pick up the tab,’ said Governor Christine Gregoire of Washington, a Democrat.” (New York Times, July 20, 2009)
“‘I’m personally very concerned about the cost issue, particularly the $1 trillion figures being batted around,’ said Governor Bill Richardson, the New Mexico Democrat who served in the Clinton Cabinet and ran for president against Obama.” (New York Times, July 20, 2009)
“‘There’s a concern about whether they have fully figured out a revenue stream that would cover the costs, and that if they don’t have all the dollars accounted for, it will fall on the states,’ said Governor Bill Ritter Jr., a Colorado Democrat.” (New York Times, July 20, 2009)
“[Rep. Jared] Polis fears the levy would hurt small, family-owned businesses, which often pay individual income taxes, rather than corporate taxes. ‘The surcharge is a bit of a flawed concept,’ he said. Mr. Polis is among 22 freshmen Democrats who warned party leaders in a letter Thursday they are ‘extremely concerned’ about the surtax, especially its impact on small businesses. Mr. Polis and two other Democrats joined Republicans to vote against the bill Friday in the House Education and Labor Committee.” (Wall Street Journal, July 20, 2009)
“Conservative Blue Dog Democrats have threatened to block the bill unless changes are made. The group, led by Rep. Mike Ross of Arkansas, said problems in health care cannot be fixed ‘by simply pouring more money into a broken system.’” (San Francisco Chronicle, July 20, 2009)
“‘Nobody is giving it very good marks right now,’ said Rep. Allen Boyd (D-Fla.), a senior Blue Dog. ‘Many of us think we should scrap it and start over.’” (Roll Call, July 20, 2009)
House Republican Leader John Boehner (R-OH) echoed Rep. Boyd in an op-ed this morning on Yahoo News, when he urged Democrats to shelve their costly government takeover and work with Republicans on a real health care reform plan to reduce costs and expand Americans’ coverage to quality care. The concerns being voiced by Democratic governors and Blue Dogs echo the warnings issued last month when GOP Govs. Jim Douglas (VT) and Mike Rounds (SD) joined Republican congressional leaders on Capitol Hill to warn that the health care legislation being discussed by Washington Democrats would hurt, not help, the American people.
With the nonpartisan Congressional Budget Office warning about a government takeover’s costs to families, small businesses, and all taxpayers and Democratic officeholders expressing the same concerns, isn’t it time for President Obama and his Democratic allies in Washington to stop their desperate attempts to build support for this flawed plan – and start working with Republicans in a bipartisan way to give Americans better access to affordable health care?
